The Office of Environment, Health & Safety (EH&S) provides guidance and services to the campus community that promote health, safety, and environmental stewardship.

General Duties Include:

Understand and support the EH&S mission and vision. Promote and contribute to a successful team oriented work environment ensuring interdependence and cooperation, constructive and positive communications, and mutual support. Demonstrate, promote, and recognize campus, divisional, and departmental high standards for excellent customer service, effective use of resources, professional development, personal accountability, and continuous improvement.

Under direction by the Associate Director for Health & Safety, the Accident Investigator coordinates, supports and / or monitors the investigation, tracking, documentation, and correction of adverse incidents affecting UCB personnel. This position's goal is to help campus departments to eliminate workplace hazards whenever possible, and to minimize the adverse physical and financial effects of accidents. The position also supports the implementation of campus safety programs and addresses safety management opportunities with a focus on departments with high injury/loss rates.

Specific Duties Include
40% I. * Incident Investigation and Causal Analysis
  • The Incident Investigator is responsible for investigating selected "Employers Report of Incident" forms generated by campus departments and forwarded to Disability Management.
  • For serious injuries (those involving treatment at a hospital), the Incident Investigator will conduct alone (or with others) an independent written evaluation of incident causes and appropriate corrective / preventative actions, for implementation by the affected campus department(s).
  • The Investigator works with campus departmental staff to ensure identification, evaluation and elimination of incident/injury causes. For ergonomic injuries, the Investigator works as a liaison with University Health Services (UHS) ergonomic specialists.
  • Using Industrial Hygiene and/or Safety best practices, the Investigator performs monitoring, conducts exposure assessments and performs root cause analysis as needed. The Investigator may guide and monitor corrective actions taken by departments, and assist department staff as needed to affect hazard controls.
  • The Investigator works closely with staff from Disability Management to monitor trends and causes of incidents and injuries on campus. The Investigator formulates and presents this information for use by EH&S and UHS to guide injury prevention efforts as they relate to existing EH&S programs, and assist in the formulation of newly identified hazard reduction needs.
  • The Investigator will, periodically, work with other EH&S Specialists to resolve underlying incident causes and to improve associated campus safety programs and procedures.
25% II. * Campus Safety Program Support

The Incident Investigator supports the campus safety program, focusing on departments with high injury/loss rates. This support includes assisting departments to implement safety management improvement opportunities identified during safety culture perception surveys, and supporting the Assistant Manager of Safety on the implementation of campus-wide safety programs through department-specific adaptation and execution. This may include but is not limited to training campus personnel, on–site consultation, program development work, and program audits.

20% III. * Guidance and Outreach Materials

Where applicable, the Investigator summarizes incidents in both technical and non-technical written communications directed towards appropriate campus personnel. Additionally, the Investigator assists EH&S staff in writing other injury prevention and hazard control guidance and outreach materials.

10% IV. * Other Duties as Assigned, including but not limited to:
  • Adjusts work schedule to respond to urgent concerns that arise on campus. Routinely represents EH&S to a designated set of departments, offices or buildings as assigned. May perform other duties, including clerical duties, to support the Office as needed.
  • At the request of campus management (EH&S Director, VC BAS, UCPD Chief, or designated alternate), must be available in a campus disaster or campus hazardous material release/threatened release, to serve in the appropriate emergency response role based upon expertise and, where applicable, designated departmental role.
5% V. * Health and Safety Consultant On a rotational basis, during business hours, provides industrial hygiene and safety services for emergency indoor air quality calls and industrial hygiene support to hazardous or exotic chemical spills.

Required Skills and Knowledge
  • A Bachelor's degree in an appropriate scientific field and three years of professional experience in a comprehensive environmental health and safety program; or an equivalent combination of education and experience.
  • A campus-wide client-focus perspective.
  • Demonstrated ability to interact efficiently with diverse people.
  • Demonstrated ability to work efficiently and effectively in a team structure with other professionals.
  • Excellent communication skills, both oral and written.
  • Demonstrated ability to organize, prioritize and manage the successful completion of projects.
Preferred Qualifications
  • Certified Safety Professional or Certified Industrial Hygienist
  • Experience in Incident Investigations, investigative techniques, logical thinking, problem solving, and the ability to comprehend regulatory management systems, and their failure modes, is highly desirable.
  • Familiarity with health, safety, hazardous materials, and/or environmental regulations and Incident Command System (ICS).
  • Experience with inspection techniques as applied to laboratories, machine shops, vehicles, buildings, industrial equipment, commercial food service and residential hall equipment.
Governing Laws, Regulations, Policies and Procedures

Applicable local, state and federal regulations for environmental, health and safety technical disciplines. These include the California Labor code, California Occupational Safety and Health Act, the California Administrative Code, as well as other regulations and agencies.
